projcets
will
analyze
the
multidimensional
valences
of
the
trinomial
relationship
between
institutions-digitalization-development
at
European,
national
and
LAU2
level
and
to
quantify
the
effects
of
digitalization
in
various
sectors,
proposing
new
tools
to
facilitate
the
absorption
of
new
technologies
to
ensure
the
way
forward
smart
development.
The
identification
of
what
represent
good
institutions
in
each
national
context
and
the
finding
of
the
effective
institutional
mix,
in
association
with
the
digitalization,
can
be
the
key
elements
in
substantiating
smart
development policies.
Main objective
The
objective
of
the
project
is
to
contribute
to
the
better
understanding
of
the
interdependencies
between
institutions
(formal
and
informal)
and
digitalization
from
the
perspective
of
the
smart
governance
challenges
and
of
the
core-periphery
structural
differentiations
dynamics
in
order
to
provide
new
theoretical
frameworks,
methods
and
tools
for
institutional-based
policies
towards
a
more
inclusive digital economy and society.
The specific objectives:
•
investigate
theoretical
and
empirical
interdependencies
between
institutions
and
digitalization
processes
in
EU
(with
an
in-depth
analysis
for
Romania
at
local
level)
and
the
development
of
an
innovative
conceptual
and
methodological
framework
for
an
institutional
milieu of a digital economy and society;
•
assess
the
legal
framework
of
digitalization
at
EU
and
Romanian
levels
looking
to
the
institutional
changes
generated
by
the
digitalization
policies
and
practices
from
the
perspective
of
the
inter-
conditionalities
between
the
legal
system
and
the smart development;
•
evaluate
the
multi-dimensional,
multi-scale
and
multi-actor
dimensions
of
the
trinomial
relationship
digitalization
–
institutions
–
regional
development
in
EU
from
the
perspective
of
the
core-periphery
structural
differentiations
dynamics;
•
map
the
digitalization
process
in
Romania
(performant
areas
vs.
“digital
cold
spots”)
and
to
provide
a
comprehensive
analysis
of
the
digital
transformations at local and individual level;
•
develop
a
new
“Quadruple
Helix”
governance
configuration
for
institutional
work
related
with
digital transformation;
•
identify
the
institutional
challenges
in
the
context
of
the
disruptive
generated
by
the
COVID
19 pandemic based on in-depth case studies;
•
advance
the
research
in
interdisciplinary
teams
and
the
transfer
of
expertise
between
experienced
and
young
scholars
from
several
European
countries
in
the
interest
of
increasing
the
research
performance
of
projects’
members
and
the
international
visibility
of
Romanian-
based research.
