EU funding for cross-border co-operation

The
main
objective
of
the
course
will
be
to
develop
the
participants’
theoretical
and
practical
skills
needed
to
identify
specific
funding
opportunities,
designing
and
developing
project
applications,
as
well
as
accessing,
budgeting
and
managing
EU
funded
project.
The
secondary
aim
of
this
activity
is
the
elaboration
of
a
training
material
based
on
the
past
experience of network’s members on drafting and implementing CBC projects.
Besides
its
theoretical
approach,
the
course
will
include
‘live’
case
studies
and
experience
from
already
implemented
projects.
The
three
professors
in
charge
will
ensure
a
joint
coordination
of
the
activity
and
will
supervise
the
course
material drafting in order to ensure the multinational approach and to strengthen the network.

WHO CAN ATTEND THIS COURSE: stakeholders acting in the fields of regional development, ENP and CBC of the Eastern
border-regions, who operate in local, regional or cross-border structures, as of priority target group, in order to enhance
their specific knowledge and expertise in European Projects’ financing and management.
HOW TO REGISTER: all the participants would require to have/make a Gmail account to access and complete the course
(the online course is hosted on the Google classroom platform). Please fill in this form with your detailes (name,
affilition, Gmail address)
After registration, you will receive an email with an invitation to join the classroom. Access 'Classwork' tab and go through
the course units in order. After studying each unit (course and bibliography), complete the quiz. In order to pass the quiz, it
is necessary to score at least 60 points. You can answer the quiz again until you get the minimum score.
CERTIFICATE: upon finalizing all the units and the quizzes, participants will receive a certificate

Module 1 – EU policies and funding opportunities
Unit 1 – Main EU policies and Programmes
Introduction to the operational mechanism of the main European Union policies and the related programmes: defining the
role of the key actors in the main EU policies, both in terms of the internal and the external policies.
Unit 2 – Funding opportunities within the European Union
Discussion of the funding opportunities available in the European Union: definition of EU budget and overview of the main
funding programmes: ERDF, ESF, CF, AEFRD and EMFF.
Module 2 – EU financial support for cross-border co-operations
Unit 3– EU financial supports for cross-border co-operations – internal borders
Introduction to the operation of the Interreg Community Initiative and the European Territorial Cooperation: defining
actors and roles from the stage of application to the stage of implementation.
Unit 4 - EU financial supports for cross-border co-operations – external borders
Discussion of the operation and significance of previous CBC programmes along the external borders of the European
Union. Focus: Phare CBC, Phare CREDO, LACE, Tacis CBC, MEDA, CARDS, IPA.
Module 3 – ENPI, ENI Joint Operational Programmes and partnership settlement
Unit 5 - ENPI – ENI – Joint Operational Programmes at the EU’s eastern border
Management and operation of the European Neighbourhood Policy Instrument (European Neighbourhood Instrument).
Original objectives, priorities and tasks related to the programme.
Unit 6 – Defining and establishing cross-border partnership
Definition of cross-border regions in participating countries, setting the levels and scenes of co-operation. Project partner
selection, setting up the project team.
